Negros Occidental Provincial Community College (NOPCC) was established with the approval of the Provincial Board, Resolution No. 1 series of 1970,in its original location at the Negros Occidental High School (NOHS) vicinity, a lot owned by the provincial government. While construction of the first building was ongoing, classes were housed by NOHS. Appointment of Mrs. Patria Jalandoni as the registrar and as the first head of the college.

1969Bacolod City National Trade School was founded under R. A. No. 3886, authored by the late Congressman Inocencio V. Ferrer of the second congressional district of the Province of Negros Occidental.
1968The "opportunity class" gave way to the exploratory course in fish capture, fish culture, and fish preservation. Mr. Lucio Arquisola succeeded Mr. Dionisio C. Guilbert, Jr. in the same year.
1962-1965NOSOF opened offering the "opportunity class", attended by nearly 60 students whose ages ranged from 13-40 years old. Mr. Dionisio C. Guilbert, Jr. was the first principal.
