CHMSC supports UNESCO-UNEVOC'S World Youth Skills Day 2015

July 15 is World Youth Skills Day! Carlos Hilado Memorial State College supports this initiative of the United Nations Educational, Scientific and Cultural Organization–International Centre for Technical and Vocational Education and Training (UNESCO–UNEVOC) to promote learning for the world of work.

The UNESCO–UNEVOC advocates for Education for All (EFA) with an emphasis on skills development, and Greening Technical and Vocational Education and Training (TVET) for sustainable development in the context of the United Nations Decade of Education for Sustainable Development (DESD).

The UNESCO–UNEVOC leads capacity development programs through trainings, workshops, and conferences, employing research as a mechanism for capturing different perspectives, experiences, and practices.

CHMSC aligns with UNESCO–UNEVOC at the fundamental level of its Vision: Green CHMSC ExCELS (Excellence, Competence, and Educational Leadership in Science and Technology) and its Mission: A leading Green Institution in higher and continuing education committed to quality instruction, development-oriented research, sustainable economic enterprise, and responsive extension and training services to empower a human resource that responds effectively to challenges in life and acts as catalyst in the holistic development of a humane society.

EFA, the first advocacy, has six internationally agreed education goals:

Goal 1. Expanding and improving comprehensive early childhood care and education, especially for the most vulnerable and disadvantaged children.

Goal 2. Ensuring that by 2015 all children, particularly girls, children in difficult circumstances and those belonging to ethnic minorities, have access to, and complete, free and compulsory primary education of good quality.

Goal 3. Ensuring that the learning needs of all young people and adults are met through equitable access to appropriate learning and life-skills programs.

Goal 4. Achieving a 50 per cent improvement in levels of adult literacy by 2015, especially for women, and equitable access to basic and continuing education for all adults.

Goal 5.Eliminating gender disparities in primary and secondary education by 2005, and achieving gender equality in education by 2015, with a focus on ensuring girls’ full and equal access to and achievement in basic education of good quality.

Goal 6. Improving all aspects of the quality of education and ensuring excellence of all so that recognized and measurable learning outcomes are achieved by all, especially in literacy, numeracy and essential life skills.

CHMSC aligns with the six goals through its pre-existing programs, projects, and activities.

For Goal 1, the College offers Bachelor of Elementary Education major in Early Childhood Education and Master of Arts in Education major in Early Childhood Education to produce teachers who specialize in handling children with the utmost care, and proper strategies for this stage characterized by dependence.

The ECE curriculum is socially responsive, including such courses as Characteristics of Young Filipino Children, Personal and Social Development, Development and Environment, and Social Dimensions of Education.

For Goals 2 and 5, the Gender and Development Office is keen on promoting gender sensitivity and equality in the College. The Laboratory School also provides for an egalitarian treatment of the pupils in the CO-ED system. The College also partners with likeminded parties such as the No Blackboard Academy that promotes gender sensitivity awareness, and environmental education through alternative media outside of traditional chalkboard use.

For Goal 3 and 6, the College General Education Courses cater to the need for holistic development available to all students enrolled, and transferred to the communities through extension and outreach activities such as seminar-workshops on sewing, reading, food production, etc.

The College is also developing its Competency/Outcomes-Based CHMSC Curriculum which is anchored on the nationally-mandated adoption of Outcomes-based Education (OBE) to produce job-ready graduates competent in technical and generic skills for work. The College also endeavors to include gender awareness and environmental education in its topics for instruction.

For Goal 4, CHMSC offers all of its graduate school programs in all four campuses, bringing the education to the students who deserve quality and economy in their advanced studies. The College also employs a blended-learning approach which uses traditional lecture-discussion plus tech-savvy learning innovations online on the internet.

As for the second advocacy, Greening Technical and Vocational Education and Training (TVET) for sustainable development, CHMSC aligns in that it has launched its GREEN Movement in 2012 and has moved on to succeed in such endeavors as:

• The 1st and the 2nd Green Summit attended by students, Higher Education Institutions (HEIs), non-government organizations (NGOs), and local government units (LGU)

• The 1st and the 2nd Green Summit attended by students, Higher Education Institutions (HEIs), non-government organizations (NGOs), and local government units (LGU)

• Receiving the Bronze and the Silver Seals of Good Environmental Governance (Alijis Campus)

• Being nominated by CHED Region VI for the National Search for Sustainable and Eco-friendly Schools 2015

• Receiving 58 slots for scholarships in Fisheries through the Department of Agriculture- Agricultural Competitiveness Enhancement Fund (DA-ACEF) and Danjugan Island Environmental Education Program (DEEP) to raise up champions of conservation

CHMSC will be documenting its commemoration of World Youth Skills Day and will be sending it back to the headquarters in Bonn, Germany. #WYSD
